How to complete Where the Wind Blows in Final Fantasy 7 Rebirth

In Final Fantasy 7 Rebirth, an expansive open-world JRPG, the abundance of side quests exceeded my expectations, with quests like Where the Wind Blows standing out.

Where the Wind Blows, an early perplexing side quest in FF7 Rebirth, becomes accessible after completing the first four side quests in the Grasslands. Broden assigns this task, requesting assistance for his friend Mildred, who needs help repairing a broken windmill. Surprisingly, the solution doesn’t involve summoning powerful wind Summons like Phoenix; instead, you’re tasked with gathering a few items for the repair.

How to obtain the Transmuter Chip

To acquire the Transmuter Chip in Final Fantasy 7 Rebirth, start by scanning the Lifespring east of Kalm. Lifesprings, similar to Remnawave Towers, collect World Intel for Chadley to enhance Materia.

Understanding the Grassland’s history through the Lifespring near Kalm reveals the Transmuter Chip’s location. Interact with the Lifespring and follow button prompts to complete this activity.

Unearth the Transmuter Chip at the Digsite near the Lifespring

Head to the Digsite near the Lifespring to unearth various artifacts, including the Transmuter Chip. Digsites, akin to treasure scents, are another World Intel activity in FF7 Rebirth.

To locate artifacts, ride your Chocobo and follow the scent until you find the artifact. Repeat this process three times to uncover the Transmuter Chip.

Scan all remaining Lifesprings in the Grasslands

Although you may possess the Transmuter Chip, completing the Where the Wind Blows quest in FF7 Rebirth requires clearing all Lifesprings in the Grasslands. These Lifesprings not only provide resources but also valuable intel on the area. You’ll need to clear four remaining Lifesprings.

How to Craft a Windmill Gear

To craft the Windmill Gear in Final Fantasy 7 Rebirth, gather the following transmuting ingredients:

  • 1x Quetzalcoatl Talon
  • 2x Iron Ore
  • 1x Lea Titanium
  • 5x Beast Bone

Iron Ore and Lea Titanium should be readily available after clearing Lifesprings. Beast Bones are commonly dropped by Elphadunks. However, the elusive Quetzalcoatl Talon poses a challenge.

How to get Quetzalcoatl Talons

After scanning all Lifesprings, a new World Intel activity, “The Classified Intel Winged Lacertilian of Yore,” appears southwest of Kalm. Challenge Quetzalcoatl in FF7R and obtain the Quetzalcoatl Talon for windmill repairs.

How to defeat the Quetzalcoatl

Engage Quetzalcoatl at level 21 or higher, ensuring your party is well-rested and equipped with consumables like Potions and Ethers. A balanced team comprising Cloud, Barrett, and Aerith is recommended for optimal performance.

For effective combat, exploit Quetzalcoatl’s weakness to Ice by equipping Ice or Fire and Ice Materia. Avoid status ailments as Quetzalcoatl is resistant or immune to them.

Moveset and counters

Here is every move Quetzalcoatl can pull on you and how you can counter it in FF7R:
