As the contract operates on a daily reset basis, you can revisit the Sea People Huntmaster after the server-wide daily reset.

Without an active contract, encountering the Sea Monster on the open ocean is impossible. It’s not a random encounter, so keeping tabs on the From the Deep contract is vital for farming. However, there is a workaround you can try. If a friend or another pirate on the server holds the standard Sea Monster contract, you can join forces with them to take down the creature. Just don’t anticipate receiving the full set of rewards from the Huntmaster in this scenario.
